Less isn't always more: Entrepreneurs often prefer adjectives such as "less" and "lower" when discussing the ideal business environment. Lower taxes, lower real estate prices and less regulation are all predictable priorities for anyone looking to relocate to a business-friendly state. So we were surprised when "workforce preparedness" sneaked in at No. 2 in our poll -- the one area in which "higher" is clearly better.
