    The troubled $27.3 billion buyout of Canadian telecom giant BCE appeared to move onto shakier ground Thursday when the private-equity firms who agreed to buy 84% of the company changed tack and lowered their investment to an undisclosed minority stake, according to reports. Providence Equity Partners and the Ontario Teachers' Pension Plan have reportedly said they hoped to save the deal by taking a smaller stake rather than drop out altogether, but close observers of the deal said the investors' wanted to protect themselves from legal action.     The Singapore government's proposal to build a broadband network across the city-state island has drawn four groups as bidders including Singapore Telecommunications and a consortium that includes Cisco Systems and Axia NetMedia, the government said today.   • Verizon sees FiOS net reaching 100 Mbps next year
