Scott Shane, a professor of entrepreneurial studies at Case Western Reserve University, attempts to explain why there is a 32.7% disparity in statistics about small-business job creation reported by the Census and Small Business Administration compared with Automatic Data Processing. The difference, he says, is that the Census and SBA track "firms" while ADP measures "establishments." "Putting the data together, it is clear that a lot of people work in small establishments that are part of large firms," Shane writes.
