    IHS Global Insight analyst Brian Bethune says banks have used economic-stimulus funds to pay down bank debt instead of offering credit to small businesses. Bank of America received $45 billion in federal stimulus funding and made 11 Massachusetts Small Business Administration 7(a) loans from September 2008 to September 2009 while Citibank received $50 billion and made eight 7(a) loans.   • Election 2009 results: Republican rebound
    Republicans claimed victory in the New Jersey and Virginia gubernatorial races Nov. 3, scoring decisive wins in states that trended Democratic over a year ago. Republican candidate Chris Christie defeated Democratic Gov. Jon Corzine in New Jersey. In Virginia, Republican Bob McDonnell won by a huge margin over Democrat Creigh Deeds, heading a successful GOP ticket. Democrats prevented a shut-out with a narrow victory in a congressional election in upstate New York, with Democrat Bill Owens beating Conservative Party candidate Doug Hoffman. Republican victories nevertheless marked a potential turnaround after two consecutive cycles of midterm losses.
